That is a little vague. Do they have other skills like marketing, sales, or writing, or are they just starting out in tech?
If they're starting out in tech, my advice is to get a job in a mid-size company and work for 3-5 years to understand how the whole ecosystem works. Then, they can try freelancing in parallel.
I will purely focus on building credibility(proof) that you can solve one problem well
